Once the dungeon is unlocked, it does appear to be available account-wide, so these new restrictions only apply to your first character you plan to level in Midnight. Dungeons normally unlock at a certain level so why are these achievements potentially such a big deal?
The dungeon unlocking upon level up and being available account-wide on a fresh 80 after unlock.
First, there will not be a dungeon available until players reach level 81. Even the best expansion launches can be plagued with a bit of server instability. However, players often have the haven of instanced dungeons as a way to continue to make progress on their leveling journey while they wait for servers to stabilize. In Midnight this alternative simply won’t be available.
The number of dungeons available to your first character will be extremely limited unless you’re completing the associated quest. At level 81 first characters will have access to a single dungeon until 83 at which point that only increases to 2 dungeons until level 88. Subsequent characters should have more variety with the account-wide unlocks and only being restricted to the level or item level queue requirement.
In the War Within, Blizzard incentivized first characters to complete the main story campaign by gating Adventure Mode and World Quests behind it as well as offering an initial boost to Renown with War-Bound reputation offering. This new step seems to further solidify that Blizzard intends for your first character to quest instead of dungeon spamming in Midnight.
