To obtain the Prismatic Snapdragon mount, engage the Starving Snapdragon Runt at the Flotsam Shoal area on Siren Isle. He will become available once you complete the introduction questline for Siren Isle and unlock world quests/weeklies.
Every day, he will offer you a new quest. You do not need to do the quest he offers every day, but there is no catch-up. Only one quest will be available per day.
Once you complete the questline and earn your Prismatic Snapdragon, you can change its colors! You can do so by collecting and using snapdragon treats from various activities in Siren Isle. Once you’ve collected a treat at least once, it will become available for purchase from Zexel Fingersnap in Siren Isle for 5 Flame-Blessed Iron each time you want to change your Snapdragon back to that color.
