Shadowbound Leash has a small chance to be contained inside the Confiscated Cultist’s Bag bag. This bag is a reward from the three daily quests from the Flame’s Radiance hub in Hallowfall.
Flame Radiance
Flame Radiance is a reputation added in 11.1.5, with the hub located in Hallowfall. The reputation offers many rewards, including pets, toys, and mounts.
Every day, one of two sets of daily quests will be available, offering three quests, with each quest awarding one Confiscated Cultist’s Bag. These quests are not account-wide, which means you can have three chances per day per character to obtain this mount or other rewards contained inside the Confiscated Cultist’s Bag.
